What is easy to miss is that many military children grow up bicultural, learning to balance military life while honoring the culture, language, and traditions of a parent from another background.
UProoted Chesapeake was founded to address the lack of cultural awareness,
representation, and emotional support experienced by many children in school environments. Through personal experience and close interactions with military-connected and immigrant families, a clear pattern emerged: children from diverse cultural and linguistic backgrounds often struggle to feel understood, accepted, and connected. These gaps can lead to isolation and emotional distress, making it difficult for students to thrive.
Motivated by this need, Mel Frasqueri Santiago—a military spouse and mother of two military-connected children of Puerto Rican descent, created UProoted Chesapeake to build culturally affirming spaces where children and families feel seen, valued, and supported.
Our Mission
Empower military-connected students and multilingual learners by organizing inclusive
educational and cultural events in the school community. Advocate for the needs of both
groups while educating both the school and local community.
Who We Serve
We proudly serve children whose first language is not English, as well as the children of
military service members from all branches—including the Reserve, National Guard, Gold Star families, and military retirees. A military retiree is any current or former member of the
uniformed services who, by law, is entitled to retired, retirement, or retainer pay, or who
currently receives such pay in recognition of their service.
What makes our organization unique is that our Board Members and Youth Committee
truly reflect the communities we serve. Our leadership includes veterans, military
children, transplants, immigrants, educators, community leaders, and local
ambassadors. This representation is intentional and deeply important to us. We believe
that children thrive when they see themselves reflected in the people guiding and
supporting them, and we are committed to building leadership that mirrors the lived
experiences of our families.

At Uprooted Chesapeake, we understand that children learn best when their social and
emotional needs are met. Inspired by Maslow’s Hierarchy of Needs, we prioritize creating a
safe, welcoming environment where children feel they belong. Central to our approach is
honoring each child’s cultural background, helping them see their language, traditions, and
heritage reflected and valued. By nurturing social-emotional well-being through cultural
affirmation, we support military-connected children, immigrant families, and multilingual
learners as they navigate bicultural experiences and build confidence, connection, and
resilience, so they can thrive both in and out of the classroom.

UProoted Chesapeake fue fundada para abordar la falta de conciencia cultural,
representación y apoyo emocional que muchos niños experimentan en los entornos
escolares. A través de experiencias personales y del contacto cercano con familias

de militares a través de la creación de eventos inclusivos y oportunidades educativas

grupos mientras se educa a la comunidad local y estudiantil.
A Quiénes Servimos
Servimos con orgullo a los niños cuyo primer idioma no es el inglés, así como a los hijos de
miembros del servicio militar de todas las ramas —incluyendo la Reserva, la Guardia
Nacional, las familias Gold Star y los jubilados militares. Un jubilado militar es cualquier
miembro o exmiembro de los servicios uniformados que, por ley, tiene derecho a paga de
retiro o retención, o que actualmente recibe dicha paga en reconocimiento a su servicio.
